On April 22, the General Office of the CPC Central Committee and the General Office of the State Council jointly released the *Opinions on Promoting Energy Conservation and Carbon Reduction at a Higher Level and of Higher Quality*. The *Opinions* state that the installed capacity and power generation volume of coal-fired power plants should be reasonably controlled, while non-fossil energy sources and new types of energy storage should be vigorously developed to accelerate the construction of a new-type power system.
The *Opinions* further point out that energy efficiency levels in key industries—including steel, non-ferrous metals, petrochemicals, chemicals, and building materials—must be comprehensively enhanced. Efforts should focus on production processes, key operational stages, and major equipment to conduct in-depth diagnostics for energy conservation and carbon reduction, and to organize the implementation of a series of industrial projects aimed at achieving these goals.
